Not breathing hard but legs full of lactic acid.

Today during a ladder workout (2x200m w200m jog practicing going out hard + 2x600 2x800 2x600 all with 400m jog @ 3200 pace + 2x200m w200m jog practicing finishing hard) by the time I hit the 800's my legs were heavy from lactic acid, although I wasn't breathing hard and my lungs felt fine. As I hit around 300 on these reps I was getting passed by guys breathing super hard and I tried to push but couldn't go with them. I've noticed this season even as I race(xc 5k) I can't seem to push harder and fill with lactic acid despite my breathing feeling easy. Do I need something else in my training? or extra training in any certain area? I'm running 65-70 MPW so mileage clearly isn't a problem.

Are you mostly training Tinman style?
What is your 5kXC time and your "3200" pace?
Was the ladder on the track or a hilly loop or what?

My legs also get partially full of lactic acid but the problem goes away on its own.
